As snow and ice melt, salt, sand, and debris can build up along sidewalks and storefronts. Business owners are reminded to sweep and clear debris from storefront areas, sidewalks, and curbs to help keep downtown safe, clean, and accessible during cold weather.

During cold weather, please:
• Sweep salt, sand and debris from storefronts & sidewalks
• Pick-up litter revealed after snow melt along frontage & curbs
• Clear ice melt buildup from entrances and walkways
• Secure trash and recycling to prevent windblown litter
• Avoid the use of salt on tree wells, which do not require it

• Please do not salt the tree well in front of your business. The tree wells are porous; the salt will grind into the material, clog it and ultimately destroy it.
• Salting a tree well is like salting the actual tree – the tree will die.
• Snow is good for the tree – leave it on the well.

Code section 18-5.1 states that all owners or occupants of a property shall maintain their property in a clean and litter-free manner, including sidewalks, grass strips, one-half of alleys, curbs or rights-of-way up to the edge of the pavement of any public street. Grass and weeds shall be removed from any joints or cracks in the sidewalk or curb. Violation of this section can result in a fines up to $2,000

3-33. LANDSCAPING EQUIPMENT AND CONSTRUCTION NOISE

1. Excluding emergency work, power tools, home maintenance tools, landscaping and/or yard maintenance equipment used by a residential property owner or tenant shall not be operated between the hours of 8:00 p.m. and 8:00 a.m. on weekdays and between the hours of 6:00 p.m. and 9:00 a.m. on weekends. All motorized equipment used in these activities shall be operated with a muffler and/or sound reduction device.
2. Excluding emergency work, power tools, landscaping and/or yard maintenance equipment used by nonresidential operators (e.g. commercial operators, public employees) shall not be operated on a residential, commercial, industrial or public (e.g. golf course, parks, athletic fields) property between the hours of 6:00 p.m. and 8:00 a.m. on weekdays, or between the hours of 6:00 p.m. and 9:00 a.m. on weekends or federal holidays. All motorized equipment used in these activities shall be operated with a muffler and/or sound reduction device.
3. No construction and demolition activity, excluding emergency work, shall be performed between the hours of 6:00 p.m. and 8:00 a.m. on weekdays, or between the hours of 6:00 p.m. and 9:00 a.m. on weekends and federal holidays. All motorized equipment used in construction and demolition activity shall be operated with a muffler and/or sound reduction device. In the case of emergency work, the Construction Official may issue a permit to allow such activities during other hours for a period not to exceed three days while the emergency continues. The said permit may be renewed for periods of three days or less while the emergency continues.
4. Gas-powered leaf blowers shall not be operated in any zoning district where residential land uses are permitted on a residential, commercial, industrial or public (e.g., parks, athletic courts and fields) property, by a residential property owner or tenant or by nonresidential operators (e.g. commercial operators, including public employees) between January 1 and September 31 of each year. These seasonal restrictions will be in place beginning on January 1, 2024.
5. There shall be no exemptions on the prohibition on seasonal use of gas-powered leaf blowers.
